JABIRI - THE WORLD'S GREATEST EXPERT ON BOMB DETECTION

Those of you that have followed the sagas of the fake explosives detectors will recall our old friend, Major General Jabiri. The pivotal figure in the Iraqi purchases of that renowned explosives detector, the ADE651. 

Well, some time back he was convicted on charges of corruption, and it seems it has taken until now for his conviction to be confirmed. Of course we still wonder what has happened to all those others who shared in the kickbacks that Jim McCormick paid out. What about the Interior Minister at the time who would undoubtedly have been looked after? What about al Malaki, the Prime Minister at the time? Does anyone seriously think that the Interior Minister didn't have to pay upwards?

Iraq General Gets 4 Yrs In Prison For Buying Fake Bomb Detectors

Iraq’s purchase of several thousand fake bomb detectors has been an infamous case of
corruption within the country. The ADE 651 devices were used despite objections from 
the United States and British, and when they were proven to not work, and the manufacturer 
was imprisoned for selling the bogus detectors the Iraqi government still refused to admit 
that it was wrong. The Interior Ministry general who bought the ADEs and got a hefty sum 
in kickbacks in the process was finally convicted and his sentence recently approved.

On January 19, 2016 Iraq’s main anti-corruption agency the Integrity Commission ratified
the imprisonment of the general responsible for purchasing the ADE 651s. In June 2012, 
General Jihad al-Jabiri the former head of the Interior Ministry’s Anti-Explosives Department 
was sentenced on misdemeanor corruption charges. In January the Integrity Commission 
okayed his four years imprisonment. The Ministry’s inspector general discovered that up to 
75% of the money spent on purchasing the detectors actually went to kickbacks to 15 Iraqi officials. 
That was supported in the trial of the devices’ manufacturer Jim McCormick in England in 2013 
where he revealed that he paid  millions in bribes to Iraqis to finish the deal. Jabiri was arrested 
in February 2011 for buying the ADEs. That was after years of the Interior Ministry denying any 
wrong doing and protecting the general from investigations.

The ADEs were controversial from the day Iraq bought them. McCormick sold 7,000 of them
to the Interior Ministry in 2007 for $2,500-30,000 each even though they only took $50 to build. 
The devices had no working parts in them and no power source. Users were told to walk in circles 
to generate static electricity that would power them. In November 2008 a British official warned 
that the devices did not work. In 2009 the British and American forces in Iraq investigated the 651s 
and both reported that they did not operate. The next year England banned the exportation of the 
detectors. Despite all this the Iraqi government said there was no wrongdoing in their purchase and 
insisted that they were good for anti-bomb duties. That happened even after Jabiri was arrested and 
McCormick was convicted. Former Minister Nouri al-Maliki for example, said that most of the 651s 
were effective right after McCormick was found guilty. The next Premier Haidar Abadi then ordered
all of the devices removed from service, but some were still seen being used in the streets of Baghdad.

The approval of General Jabiri’s sentence might be the last note heard from Iraq on the ADE 651s.
Despite taking millions in bribes not to mention costing the lives of hundreds of people who were
killed by bombs not discovered by the detectors he only got a misdemeanor charge. This was yet 
another example of how the Iraqi government is not serious about fighting corruption. High officials 
are routinely let go for stealing and graft. Those that are found guilty are usually out of the country or
given slaps on the wrists like Jabiri. Corruption is too important to the ruling parties who use it to
maintain power via their patronage networks. That’s the reason why it continues to fester within the
country.

VOLLMAR OF UNIVAL CHARGED WITH FRAUD

It's been a while since we had any news to bring you, but hot from Germany we hear that David Vollmar of Unival has been charged with 47 (yes! forty seven) counts of fraud. This is great news. We do not have any details yet, but will bring them to you as we hear more.

In case you do not remember, Vollmar and his sidekick Frank Trier, did a deal some years ago with Yuri Markov (the Bulgarian 'inventor' of Sniffex) to market and sell Sniffex. Markov had previously fled the U.S. following charges of stock manipulation over Sniffex.

Sniffex was renamed Sniffex Plus, and then, when our campaign to expose it heated up they renamed it the HEDD1.

Anyway, as I say, we'll get back with more details when we can.

REPORT FROM ROMANIA

Some of our dear readers may recall a previous post detailing the latest developments in Romania. It seems that despite the conviction of their old friend Jim McCormick on charges of fraud, Mira Telecom just cannot give up on the idea of making dirty money from fake detectors.

Having worked with McCormick on the ADE651, Mira Telecom and their tame mad Professor Apostol have gone on to develop their own variant of the fraud, the MEXD (complete with flashing lights). See previous post HERE

Now we have reports from Romania that Stelian Ilie at Mira Telecom is having some success selling this garbage to the Romanian security services. Well, if they are stupid enough, or corrupt enough to buy this garbage, let's hope that they get themselves blown up while using them. Sadly innocent people may also get blown to smithereens if they rely on this nonsense.

If anyone can let us have more information about this please feel free.

Finally, for now, a message for Stelian Ilie. One of these days your criminal activities will come back to bite you on your stupid arse. Oh, and a message for Professor Apostol. You are one dumb idiot!

TREES SENTENCED

Finally we have the news that Samuel and Joan Tree have been sentenced.

Samuel Tree has been sentenced to three and a half years, and his wife Joan Tree to 300 hours Community work.

The sentence seems to be proportional to those handed out to James McCormick and Gary Bolton in terms of the value of sales made.

Unfortunately the sentences do not seem to reflect the fact that Samuel Tree was responsible for introducing the fake detector scam to the U.K., but it is good to see that they have been punished for their part in this despicable trade.

This is the last of a series of trials, convictions and sentences related to the trade in fake detectors based in the U.K. There are still many questions that remain unanswered. Not least how the U.K. Government did not act sooner to put an end to the various businesses involved, despite warnings in Whitehall as early as 2001.

We will be putting together a review at some stage, which will deal with the outstanding issues, not least of which is the ongoing use of some of these useless detectors in various countries.

It is a great shame that the business partner of the Trees was found not guilty last year. Simon Sherrard of Comstrac, who was effectively the salesman for the Alpha 6 must be feeling like a very lucky man indeed!

MIRA MADNESS

If you have read the post below you will know that the BBC recently reported that Stelian Ilie at Mira Telecom just can not give up the idea of getting rich by selling fake explosive detectors. (see MIRA TELECOM- THE FRAUD GOES ON).

Now we can bring you the brochure for the new version of the 'detector'. The MEXD (Medium Range Explosive Detector) which comes in two versions:

MEXD100 - The manual version
MEXD100A - Automatic version

We can't quite work out the difference.

It seems that Mira have just made the device look a bit more sophisticated than the ADE651 by adding a few knobs and lights (remember when Jim McCormick said he wanted to add flashing lights to make the ADE look more believeable?). Oh yes, it's also got a battery! That does not mean it can work as they claim. As Dr Michael Sutherland at Cambridge University has said, there is no way that it can operate as they claim. Unfortunately Mira have their tame, paid for (or should we say paid off) so called physicist, Dr Marian Apostol, who claims they have tested this equipment. The fact that Apostol still says the ADE651 was legitimate just goes to show how much he has sold his science soul to Mira (for 900 Euros a Month!).

Of course Mira and Apostol have not responded to repeated invitations to have this equipment independently tested or submitted for the James Randi Million Dollar Challenge. We wonder why not? 

As you will see Mira Telecom are making almost identical claims to those made for the previous versions e.g. ADE651, GT200 etc.

Particularly interesting is the VERY IMPORTANT NOTICE at the bottom of page 2:
"For a reliable security measure it is highly recommended an integration of
complementary explosives detection technologies and dogs in order to obtain a
high success rate of detection with a high level of safety in difficult and unfriendly
environments."

So, having made extraordinary claims for the capabilities of this device, they then want to make sure that it is impossible to understand which method of detecting explosives was successful. This is also very similar to the way that James McCormick and Gary Bolton marketed the ADE651 and GT200 devices. Of course this tells us that Stelian Ilie knows that the MEXD does not and can not work.

It would be fascinating to find out how much Mira are trying to sell this garbage for. If anyone knows please do leave a comment.

Thanks to Clinton Rogers of BBC Somerset, the fake explosives detectors story continues.

Stelian Ilie at Mira Telecom just cannot stop dreaming of getting rich with the fake detector fraud.

The BBC report below gives details of how Mira have patented a new version of the detector. After their involvement with James McCormick and the ADE651 you would have thought they might have learned their lesson by now. Of course, they have also dabbled with the AL-6D, the DKL Lifeguard and the EPOFAT Train Guard detection system. But no, their addiction to dodgy detectors just goes on.

Just to clarify, gaining a patent does not mean you have to prove that the product actually works.

It is incredible that the European Union has funded Mira to undertake research into explosives detection to the tune of 750 000 Euros.

When will this scam be done and dusted?

Just to remind you, Stelian Ilie has threatened us with legal action in the past, but doesn't seem to have the courage of his conviction to follow up his threats. Perhaps he will this time? Stelian, you are a conman and fraudster, and hopefully it will not be long before you are locked up in prison, just like your old friend McCormick.

The scientific adviser to the president: I want to be clear and explicit, what has been said and published about the invention of the armed forces hurts the image of scientists and science in Egypt, pointing out at the same time that the foreign press will translate the press conference announcing which of the invention Medical Center, to be used negatively in the abuse of the image Egypt internationally.

He disclosed that the President of the Republic and the Minister of Defense has not been A_i_arthma with display of information and details about the invention, and that individual effort for some people, stressing that the President Adly Mansour, Field Marshal Abdel Fattah Sisi surprised what was said about the invention without reference to them, and that attending the Conference of the announcement of the device does not mean agreeing upon .

Pepijn has also spotted this report, which suggests that an advisor to the Egyptian President is calling for an independent review, which would be excellent. We think that since Pepijn published his blog post, the media have been bombarding the Egyptian Government with skeptical enquiries and that this report is the result. let's hope they do it properlY! UPDATE: We are told by an informant who asked to try out the C-FAST that they were refused on the grounds that optimal performance requires a lot of training. I wonder where we have heard that excuse before? Oh yes. The bomb 'detector' guys like McCormick and Bolton used to say exactly the same thing, and they used to charge for the training too! Cheeky buggers!

BBC CRIMEWATCH

Last night the BBC Crimewatch programme carried a report on the investigation into James McCormick and his fraudulent ADE651 detector.

While the report was far from perfect e.g. failing to credit the BBC Newsnight team (Meirion Jones and Caroline Hawley), or Clinton Rogers of BBC Somerset, who ran reports on the sacm back in 2009, 2010 and 2011, it does add to awareness of this terrible fraud which can only be a good thing.

I am sorry that readers outside the UK will be unable to access the link at BBC iplayer. I will try to see if the report can be uploaded to youtube, and get back with a link if possible.

One of the good aspects of the piece is that it highlights the fact that because the ADE651 was useless, many people, particularly in Iraq, died or were horribly injured where it was widely used.

Of course, McCormick is now serving a jail sentence, and we hope he is reflecting on what misery he caused by his fraud.

The report mentions that, in addition to a case still to be brought against McCormick for recovery of the proceeds of crime, some overseas Governments may be taking civil action against him as well. We await details, but will let you know if we hear more on this. Our fondest hope is that McCormick will be unable to repay his full proceeds of crime, and has his sentence extended. If this does not happen he may be out in five years, and in a position to get his hands on some of his blood money probably stashed with his old friend General Pierre hadji Georgiou of Prosec in Lebanon.

THAT'S A RELIEF!!! YIPPEE!

Just had the news that appeal by McCormick (see last post) against the length of his sentence has been rejected.

Word has it that his case was dismissed quickly, and that the Judges gave the defence lawyer making the case a tough time.

As we understand it, the main grounds on which McCormick made the appeal was that Gary Bolton only got 7 years, versus the 10 given to McCormick. It is of course a shame that Bolton did not get the maximum as well.

Here is a report from The Western Daily Press. It has few details, and we will update you if we hear more.

McCORMICK LOSES APPEAL (HOORAY!)

We can also breathe a sigh of relief because no doubt if McCormick had succeeded in getting a reduction of sentence, no doubt Bolton would have tried to do so as well.

We are eagerly waiting for details of the cases against McCormick and Bolton under the proceeds of crime legislation. We believe that they should be billed for every penny they invoiced (irrespective of the fact that some of the money was paid back in bribes). If they cannot account for it all and pay it all back then they should face susbtantial additions to their sentences. The payment of bribes should not be an excuse!

NEWSFLASH

The appeal of the unappealing.

Just received news that James McCormick has appealed against the length of his sentence. The hearing is tomorrow. We will of course update you on further news, but, to quote Meirion Jones, it's a shame 2000 plus dead Iraqis can't be there.

We can but hope that the Appeal Court will not be minded to give an inch to a very unappealing man.

WHAT'S GOING ON?

The photo above was taken just last week at an Iraqi checkpoint. It shows the ADE651 is still in use.

Those of you who have read my recent posts will know that, sadly, the fight goes on to put an end to the use of the useless detectors. You will be aware of reports that this idiocy continues in both Iraq and Mexico.

There can be no excuse, and the authorities in those countries continue to be negligent in not deploying proper security measures to protect their civilians and security forces.

Of course, this is not to excuse the Government here in the U.K. from their responsibility for having been complicit in supporting sales efforts for these devices. They have yet to take responsibility for this, or strong enough action to make up for the past mistakes. We have tried to get the Foreign Office to put further pressure on the Governments of Mexico and Iraq to put a stop to the use of the ADE651 and GT200, but have seen no evidence that anything substantive has been done. This despite the convictions for fraud of McCormick and Bolton. It is almost as if they want to forget.

Well, every death, every lost limb, and every false arrest that results from the use of these devices is a reminder of the complacency, stupidity and corruption that are the ever present features of this saga. Those responsible will go down in history as the fools and corrupt bastards that they are. Sadly, that can be no consolation for those who suffer in the present as a result.

I DON'T BELIEVE IT

Well, actually I do, because very little surprises me these days. After reports that the GT200 is still in use in Mexico, now we travel back to Iraq.

See below for a report in The Independent highlighting the fact that the ADE651 is still in use there.

Of course, the continued use of fake detectors results in the loss of more lives and the suffering of others who are torn to bits by the bombs. Oh how the terrorists must be laughing at how easy it all is. 

The report includes the suggestion from some Iraqi security force personnel the fake detectors might act as a deterrent. This was always a super stupid idea. It may have held true for about ten seconds, a few years back, but now? Even it were true it would be no excuse for wasting money on junk.

The report also suggests that the ongoing use of the ADE651 in Iraq is due to vested interests. A point we have been making for some time i.e. the corrupt and/or stupid officials responsible for buying into the fraud simply cannot be seen to agree that they are useless because that would be an admission of guilt. The fact that even the Prime Minister, al Maliki, was quoted earlier this year defending the ADE651 would suggest that his pal the Interior Minister at the time of the purchases bunged him some of the proceeds of the kickbacks.

MORE MALARKEY DOWN MEXICO WAY

I am saddened to have to pass on the latest report from Mexico, where it seems that, despite the conviction of Gary Bolton for fraud, the GT200 is still in use.

The corrupt and/or brain dead officials who bought these useless devices continue to defend their use to the bitter end. I suppose the alternative is to admit that they were bribed or stupid (or both), so perhaps we should not be surprised.

The latest reports of miscarriages of justice associated with the use of the GT200 also suggest that it is being used to repress political activists who campaign against corruption. Somewhat ironic!

We will be urging the U.K. Government to make every possible effort to persuade their Mexican counterparts to put an end to the use of the fake detectors. The least they can do, when, as we have pointed out before, the British Government helped Gary Bolton promote and sell his fraud.

So, here is the news from one of the campaign heroes, Dr Luis Mochan, who has been a staunch, brave and tenacious campaigner against the fake detectors:

A lawyer and human rights activist, Jesús Robles Maloof published today an article where, among other things, he describes how the GT200 was presented as evidence to arrest and imprison a blogger, accused of selling drugs, as recently as August the 8th! This happened in the state of Chiapas, in the south of Mexico, whose attorney general claimed a couple of days after Bolton's sentence that in Chiapas, the detectors do work. I had challenged him publicly some weeks ago to test them, but he hasn't taken the challenge, in contrast to the governor of the state of Colima, who did accept the challenge and later announced that his detectors indeed didn't work. In other news, the annual report of the army was published in Septermber 1. Sadly, it does mention the GT200 as if it were in use, at least in 14 mobile checkpoints, without mentioning that it is worthless. I posted a copy in my blog (in Spanish). It seems that the corresponding report from the Navy refrained from mentioning the GT200.

If it is true that he has put a stop to the use of the GT200 in his state then we must be magnanimous and say thank you, and well done. Perhaps he is not such a fool after all. Those who are prepared to admit they were wrong and take action to correct their mistakes deserve praise, and set a good example to others.

SOME NEWS -UPDATED

1. We have been informed that Mr Anthony Williamson who made and sold the XK-9 variant of the fake detector received a suspended sentence. This was anticipated given that he is apparently in very poor health, and that we believe there were no reports of him actually having sold any units.

2. We also have information that the retrial of Mr Sam Tree and Mrs Tree in connection with the Alpha 6 fake detector has commenced. This following their earlier trial where the jury was unable to agree on a verdict.

Apologies. We have received further information regarding the retrial of the Trees. This suggests that the retrial has not commenced. I am waiting for guidance on reporting restrictions and will update as and when possible.

So, that might explain why the project was never commissioned. Funny that we have not seen any mention of this in the Romanian media? I wonder why? So, we will be keeping a close eye on Mira Telecom to see if they try to  wangle any more money from the European pot.

We will also, of course, keep up the pressure on the Romanian authorities to investigate the involvement of Stelian Ilie and Mira Telecom with the ADE651, James McCormick, the DKL Lifeguard and the AL-6D. 

Oh yes, I forgot to mention that our old friend Dr Marian Apostol was involved in this project. No wonder it went tits up! 

ANOTHER ONE BITES THE DUST

I am a bit late reporting this due to having been on vacation, but I am sure you will all agree it is very good news indeed. As Lumpy says, this might give pause for thought to the people still involved in selling the Sniffex/HEDD1, as well as the others who made of with lots of lolly from the pump and dump scam. You know who you are!

Of course, it is a shame that Lankford was only prosecuted for stock fraud, and not for the fact that Sniffex itself was a fraudulent product in the first place, but at least he is languishing in jail.

MOCHAN - THE MEXICAN MARAUDER

For those of you who do not know him, Luis Mochan is a Physics Professor at the National University of Mexico.

Along with Andres Tonini, and a few other campaigners, he has fought a long battle against the use of the fake detectors in Mexico, which was one of the largest markets for the ADE651, GT200 and Alpha 6 variants.This has been a real struggle. They have often reported how difficult it has been to get media coverage, and how intransigent politicians, military and security personnel have been in defending the use of the useless detectors.

Given that Mexico is not exactly the safest place on earth, we can also say that Luis, Andres etc have been very brave to take on the fight.

Thankfully, following the conviction and sentencing on fraud charges of both James McCormick (ADE651) and Gary Bolton (GT200) the pressure has built. Luis has sent us some excellent news of progress. We would still like to receive confirmation that Iraq, Thailand, Kenya (amongst others) are clear, and China remains a major blind spot, but it seems that we may finally be seeing the beginning of the end in Mexico.

As a consequence I was contacted by two reporters and asked about the
device, etc. To my biggest surprise, the major TV news program (and,
of course, the worst) conducted by Joaquín López Dóriga presented last
night a report on Bolton's trial.

It was surprising as López Dóriga had previously been very
enthusiastic about the device:

His reports are usually very benign towards the government and big
business and very agressive towards everyone else.

This morning I was interviewed by Carmen Aristegui, conductor of a
major live radio talk show (probably the best, and quite
important). We talked for about half an hour:

It turned out that at the end she interviewed the spokesman of the
security council of the ministry of the interior (gabinete de
seguridad de la secretaría de gobernación), Eduardo Sánchez. He said
quite timidly that these detectors were not used to obtain
incriminating evidence, but she somehow cornered him and he said
(reluctantly) that they are not used at all. That is false, but I
believe it important that he said so in front of a national audience.

The other news is that the governor of Colima did announce that we had
made a new test on the ADE651 and he stated publicly that his
detectors won't be used anymore.

BOLTON GOES DOWN

It is with great joy and jubilation that I bring you the news that Gary Bolton has been sentenced to 7 years in prison following his conviction on fraud charges related to his making and selling the fake Mole and GT200 detectors.

I was hoping he might get the full ten years that James McCormick received, but I suppose we must be happy that he was convicted and did not manage to con the jury that he was a sweet, innocent.

More news to follow as we receive it.
